Performed six war patrols, all in the Aleutian Islands area before being assigned to training duty at Pearl Harbor.

Foundered off Honolulu, HI in 8,400 feet of water during a training dive. The only trace ever found of S-28 was a slick of diesel fuel. Submarine never located.

According to the Court of Inquiry, "The exact cause of the loss of S-28 cannot be determined."

Fifty men lost, no Survivors.
